MINUTES
Regular Meeting
Monday, November 14, 2011 at 7:30 p.m.
Town Hall, Second Floor Conference Room

I.      CALL TO ORDER
Theodore (Guy) Pendleton called the meeting to order at 7:30 p.m.

II.     ROLL CALL

III.    OLD BUSINESS

IV.     NEW BUSINESS
A.      “Chrysler, Jeep, Dodge, Ram Dealership” Wall Signs
225 Middlesex Turnpike (Map 52/Lot 63-3)

Applicant: Richard Rizzo

Richard Rizzo presented. Mr. Rizzo stated that the Zoning Board of Appeals granted  a variances of the zoning regulations prior to his making this application for permit because the area of all four signs does not meet the compliance for the single sign regulation; as such, Mr. Rizzo presented before the Old Saybrook ZBA and that Commission approved a variance for the sign, not to exceed 109 square feet. There is an existing sign on the side of the building that is allowed under the regulations.  

There was a question of the footprint and the coverage.  Mr. Rizzo noted that the ZBA ruling applies only to the sign.  Mr. Gibbs noted that the façade was not reviewed and it was his suggestion that the Architectural Review Board should in the future review façade remodels.


Mr. Rizzo noted that less square footage is covered by breaking up the signage into four individual signs.  The original thought was to put all of the signage into one block; however, Mr. Rizzo felt that it is more aesthetically pleasing to the eye to spread across each of the four portals; all wall signs are to be centered and equally spaced in the available area.  Mullions and other wall accents are to be painted Pelican Gray as is the building.

All four signs are LED internal illumination.  The signs will appear in the following order: “Chrysler” illuminated with LED lighting; “Dodge” illuminated with LED and lit in red; “Jeep” LED wiring and directed just to the letters; and (Dodge) “Ram” letters are all LED illuminated.  The wall sign facing the parking lot is not LED.  Mr. Rizzo stated that the overall brightness of all four signs is less glaring than the previous sign as they are all LED illuminated.

Members agreed that the LED lighting is acceptable as it illuminates the brand of motor vehicle only.

  • Coastline Motorsports” Free Standing Sign

Applicant:  Peter Mastrangelo and Gerald LaMarche

Applicant, Gerry LaMarche presented.  Mr. LaMarche stated this sign is the same size as the previous sign.  Mr. LaMarche moved the sign 12-14 feet in from the road and placed it on the dirt surface.  The sign is 11’6” off the ground and is comprised of standard light bulbs on the interior and blue neon around the perimeter.  Mr. LaMarche noted that the lighting is not high intensity.

Mr. Snow suggested that the applicant utilize a full spectrum fluorescent, high output lighting as this will give the signage full color.  Mr. Snow noted that a cool white lamp will diminish the color of the sign. Mr. Gibbs informed Mr. Rizzo that the standard of the Architectural Review Board is that there be no visible bulb glare from the street.  

Mr. LaMarche stated that he would like to remove the existing fluorescent parking lot lights and questioned if a permit is required in order to do so.  Mr. Brodeur indicated that a demo permit might be required in order to remove the existing fluorescents.  It was indicated that none of the old lighting is grandfathered, and the applicant would need to apply for approval of any additional lighting.  Mr. Wight suggested that Mr. Rizzo speak with Ms. Costa, Zoning Enforcement Officer, to ask about the site plan requirements on this application. Mr. Gibbs stated that at this point would be happy to approve this application assuming that there is no external illumination approved on the site.
